项目背景介绍:
中国-全球环境基金(GEF)干旱生态系统土地退化防治伙伴关系于2002年建立,是中国政府与全球环境基金在土地退化领域建立的第一个伙伴关系,旨在中国西部地区减少贫困、抑制土地退化和恢复干旱生态系统。伙伴关系第一阶段(2003-2012)共实施了8个项目,在财政部、发改委、全球环境基金、亚洲开发银行等国内外相关机构的大力支持和各方的共同努力下,取得了显著的成果和良好的经济、社会和生态效益。
鉴于伙伴关系第一阶段的成功实施,2013年财政部和国家林业局组织领导相关专家,充分征询各方意见,开始制定伙伴关系第二阶段发展战略,并于2014年12月制定完成,详细规划了今后10年(2014-2023)土地退化领域的战略重点、发展方向、融资机制和项目框架。
在此框架下,全球环境基金(GEF)理事会于2014年6月正式批准了“中国西部适应气候变化的可持续土地管理项目”(以下简称项目)。项目期限为3年。根据规划,项目将在中央和地方省(区)层面开展工作,实施区域包括中国西部6个省(区),即:内蒙古自治区、陕西省、甘肃省、青海省、四川省和贵州省。目标是通过在西部6省(区)实施适应气候变化的可持续土地管理,恢复西部退化土地、改善生计。项目包含3个组分:组分1. 加强景观和生态系统应对气候变化的能力;组分2. 加强退化土地管理,支持农村生计改善和绿色发展;组分3. 加强伙伴关系两省(四川和贵州)可持续土地管理能力建设。项目国际执行机构为亚洲开发银行,在中央层面和各项目省(区)均设有执行办公室,分别挂靠在国家林业局科技司和各项目省(区)林业厅。
现根据项目需要,计划招聘2名咨询专家,将来合同与亚行签署。
招聘岗位及要求:
1.监测与数据管理专家 (1名)
职责:
完善伙伴关系数据库建设;
协助国际专家完成相关指标体系建设,如:项目绩效监测体系(PPMS);
协调与伙伴关系项目和成员单位的联系,组织召开相关会议;
负责与UNCCD履约办公室的联络,加强项目与国际履约间的联系;
在其他项目工作人员和专家的支持下,与省区项目办紧密结合,收集相关数据信息并进行分析,充实数据库;
在其他项目工作人员和专家的支持下,编撰项目宣传材料,如项目通讯、网站报道、宣传折页等;
制定有关监测和数据管理方面的年度工作计划,项目总体计划;
完成相关技术报告,包括项目产生的全球环境效益报告等;
完成有关评估报告和综合报告,提升伙伴关系和项目的科学性和影响力;
完成中央项目办领导安排的其他工作。
资质:
具有自然资源管理和旱地管理等相关专业硕士及以上学位;
具有5年以上干旱地区可持续土地管理相关国内和国际工作经验;
具有团队合作精神,有较强的沟通和协调能力;
具有良好的撰写中英文报告的能力;
具有较强的数据分析和管理能力;
能够根据项目要求安排出差和野外活动;
具有多任务压力下高效完成工作任务的能力。

2.项目采购专家 (1名)
职责:
根据项目采购计划完成各项采购任务,包括咨询公司、小型工程的招标与采购;
监督和管理整个项目的采购相关工作,确保安全合规;
审核和协助项目6省(区)完成各项采购工作;
制定有关采购工作的年度工作计划,项目工作计划;
完成项目要求的各种招标、采购文件等;
完成项目的采购方面的工作报告,评估报告等;
开展项目采购方面的培训工作;
完成中央项目办领导安排的其他工作。
资质:
具有工学、生态学等相关专业学士及以上学位;
具有5年以上项目采购和咨询服务经验;
具有亚行项目采购经验,熟悉亚行采购流程和相关规定;
熟悉国家财政各项采购要求;
具有良好的职业操守和业内声誉;
具有团队合作精神,有较强的沟通和协调能力;
能够独立使用英语开展工作;
能够根据项目要求安排出差和野外活动;
具有多任务压力下高效完成工作任务的能力。

PRC-GEF Partnership on Land Degradation in Dryland Ecosystems
Notice on Project Specialist Recruitment
Project title: Sustainable and Climate Resilient Land Management in Western PRC
Executing agency: State Forestry Administration (SFA)
Project background:
PRC-GEF Partnership on Land Degradation in Dryland Ecosystems (the Partnership) was established in 2002 and it was the first partnership between Chinese Government and the Global Environmental Facility (GEF) in the field of land degradation control. It is aiming at reducing poverty, controlling land degradation and restoring dryland ecosystems in western PRC. During the first phase of the Partnership (2003-2012), 8 projects were implemented, and made great achievements and tremendous economic, social and ecological benefits under the support of national and international organizations and joint efforts from all aspects, such as Ministry of Finance (MOF), National Development and Reform Commission, GEF and Asian Development Bank (ADB).
Based on the great success of the first phase, MOF and SFA organized experts to start developing the Strategy for the second phase of the Partnership in 2013, and finished in December 2014 after seeking stakeholders’ suggestions. The Strategy described in detail the objective, priorities, financing mechanism, institutional arrangement and project framework in the field of land degradation control for the next 10 years (2014-2023).
Under the strategic framework, the GEF Council officially approved the “Sustainable and Climate Resilient Land Management in Western PRC Project” (the Project) in June 2014. The Project will be launched in the first half of 2015 with the duration of 3 years. It will be implemented at the central and provincial levels, covering 6 provinces/autonomous regions (ARs) in western PRC, i.e. Inner Mongolia Autonomous Region, Shaanxi Province, Gansu Province, Qinghai Province, Sichuan Province, and Guizhou Province. Its objective is to restore degraded land and improve livelihoods through sustainable and climate resilient land management in the 6 provinces/ARs in western PRC. The project comprises three components, i.e. Component 1 Resilience of landscape ecosystems to climate change improved; Component 2 Management of degraded lands to support rural livelihoods and green development improved; Component 3 Enabling environment and capacity for scaling up of SLM in Guizhou and Sichuan Provinces enhanced. It has management offices at both central and provincial levels. Asian Development Bank (ADB) is international agency for the Project. At the central level, the Project Management Office is established in SFA; at the provincial level, the Project Management Offices are established in Forestry Departments of the 6 provinces/ARs.
The Project plans to recruit 2 specialists and contracts will be signed with ADB.
Positions, responsibilities, qualifications, and duration:
1. Monitoring and data management specialist (1 person)
Responsibilities:
Be responsible for improving the PRC-GEF Partnership database;
Help international consultant to develop relevant indicator system, e.g. Project Performance Management System (PPMS);
Coordinate with partnership projects and member agencies, and organize meetings and workshops;
Be responsible for communications with UNCCD Focal Point, and strengthen linkages with international conventions;
Under the support of other project staff and experts, collect and analyze relevant data and information by closely coordinating with Provincial Project Management Offices to expand the database;
Compile project dissemination materials under the support of other project staff and experts, such as project newsletters, reports, brochures, etc.;
Develop annual work plan, overall project work plan related to monitoring and data management and;
Complete relevant technical reports, including reports on global environmental benefits delivered by the project, etc.;
Complete relevant evaluation reports and comprehensive reports to enhance the scientific significance and impacts;
Complete other tasks assigned by leaders of CPMO.
Qualifications:
A master’s degree or higher in natural resources management, dryland management, or a related field;
At least 5 years of relevant national and international experience in sustainable land management in dryland areas;
Good teamwork and strong communication and coordination skills;
Write good Chinese and English reports;
Strong ability of data analysis and management;
Availability to business trip and field activities;
Ability to complete tasks efficiently under pressure.

2. Project procurement specialist (1 person)
Responsibilities:
Complete the project procurement tasks according to the project procurement plan, including the bidding and procurement of consulting firm and small works;
Supervise and manage the procurement tasks of the project and ensure the safety and compliance;
Review and help the 6 provinces/ARs to complete project procurement tasks;
Develop the annual work plan, and project work plan related to project procurement;
Complete various bidding and procurement documents of the project;
Complete the work reports, evaluation reports on project procurement;
Conduct trainings on project procurement;
Complete other tasks assigned by leaders of CPMO.
Qualifications:
A bachelor’s degree or higher in engineering, ecology or a related field;
At least 5 years of relevant experience in project procurement and consulting services.
Have rich experience in ADB project procurement and be familiar with ADB procurement procedures and regulations;
Familiar with national requirements on project procurement;
Good ethics and reputation on project procurement;
Good teamwork and strong communication and coordination skills;
Be able to work independently in English;
Availability to business trip and field activities;
Ability to complete tasks efficiently under pressure.
