2022年12月，习近平主席在首届中国—阿拉伯国家峰会上提出中方愿同阿方设立中阿干旱、荒漠化和土地退化国际研究中心（以下简称“中阿中心”），并将其列为中阿务实合作“八大共同行动”内容之一。2023年8月，中国国家林业和草原局（以下简称“国家林草局”）与阿拉伯国家联盟秘书处（以下简称“阿盟秘书处”）共同签署了《关于建立中阿干旱、荒漠化和土地退化国际研究中心的谅解备忘录》，并为中阿中心揭牌。2024年1月，国家林草局正式发文，依托中国林业科学研究院（以下简称“中国林科院”）成立中阿中心。

In December 2022, President Xi Jinping proposed at the first China-Arab States Summit that China is willing to work with the Arab states to establish the China-Arab International Research Center for Drought, Desertification and Land Degradation (DDLD Center), and listed it as one of the "Eight Major Common Actions" for China-Arab practical cooperation. In August 2023, the National Forestry and Grassland Administration of China (NFGA) and the General Secretariat of the League of Arab States (LAS) jointly signed the Memorandum of Understanding on the Establishment of the China-Arab International Research Center for Drought, Desertification and Land Degradation. Meanwhile, the DDLD Center was inaugurated. In January 2024, the NFGA officially issued a document on the establishment of the DDLD Center in the Chinese Academy of Forestry (CAF).

目标宗旨  /  Objectives

中阿中心旨在服务和增强中阿双方在干旱、荒漠化和土地退化防治领域的创新研究与国际合作，努力建成集土地退化防治科学研究、技术创新与转移转化、人才培养与能力建设为一体的中阿开放共享的国际研究机构、中阿履行《联合国防治荒漠化公约》的交流合作平台、推动全球履约的土地退化防治国际高端智库，为中国、阿盟成员国以及全球土地退化防治实践提供技术支撑。具体目标包括：

The DDLD Center aims to serve and strengthen the innovation research and international cooperation between China and Arab countries in areas of preventing drought, desertification and land degradation, and strive to build an open and shared international research institution integrating scientific research, technology innovation and transfer, talent training and capacity building in land degradation combating, an exchange and cooperation platform for China and Arab countries to implement the United Nations Convention to Combat Desertification (UNCCD), and an international high-end think tank for land degradation prevention to promote global fulfillment, and provide technical support for China, LAS member states and other countries on land degradation prevention practices. Specific objectives include:

● 为中阿抵御干旱影响及防治荒漠化和土地退化提供科技支撑、决策支持和智库服务；
● Provide support of science and technology, decision-making, and think tank for China and Arab countries to mitigate the effects of drought, and combat desertification and land degradation;

● 整合中阿人才、技术、资金等资源，聚焦关键技术创新、成果转化和经验分享，促进治理理念和实践创新；
● Integrate resources of talents, technology, funds and focus on key technological innovations, achievement transformation, and experience sharing to promote innovations in governance concepts and practices;

● 服务中阿履行《联合国防治荒漠化公约》及全球履约事业；
● Provide service to promote the implementation of the United Nations Convention to Combat Desertification by the Parties and globally as well;

● 推动区域及全球绿色发展和民生改善，为实现全球2030年土地退化零增长和2040年土地退化减少50%目标做出贡献。
● Promote the regional and global green development and people's livelihoods, and contribute to the accomplishment of the global goal of land degradation neutrality by 2030 and 50% reduction of degraded land by 2040.

主要活动  /  Main activities

● 开展国际合作交流 / Carrying out international cooperation and exchange
建立中阿荒漠化治理对话机制和利益方网络，开展中阿干旱、荒漠化和土地退化防治研讨交流，推进中阿荒漠化治理全方位合作。
To establish a China-Arab dialogue mechanism and stakeholder network on combating desertification, carry out discussions and exchanges on drought, desertification and land degradation prevention between the Parties to promote all-round cooperation on combating desertification.

● 联合研发创新技术 / Conducting joint research and development of innovative technologies
联合开展干旱、荒漠化和土地退化调查、发生机理研究与关键技术研发；合作制订区域和国家尺度防治荒漠化与土地退化的战略、规划及技术标准；基于阿拉伯国家的需求，通过科学考察结果和遥感大数据建立适用于阿拉伯国家的监测评估技术库，支持实现土地退化防治的全球、区域和国家目标。
To conduct joint activities, such as joint investigation, occurrence mechanism research and key technologies development in the fields of drought, desertification and land degradation; to take part in the development of relevant regional and national strategies, plans and technical standards; and to establish monitoring and assessment technical base applicable to Arab States based on scientific investigation and remote sensing data, so as to provide technical support for achieving the regional and global goals of combating land degradation.

● 打造科学智库 / Building a scientific think tank
组建由国内外专家组成的高级智囊团，聚焦荒漠化治理、生态修复相关前沿研究领域及关键科学技术问题，为完善中阿土地退化科学治理体系、助力实现联合国可持续发展目标提供决策支持和智库服务。
To build a high-end think tank composed of domestic and overseas experts, with the focus on frontier fields and key sci-tech issues, to provide decision-making support and think-tank services for improving the scientific governance system of drought, desertification and land degradation in China and Arab States and facilitating the achievement of the UN Sustainable Development Goals.

● 构建技术共享与成果转移平台 / Establishing a technology sharing and achievement transfer platform
收集整合荒漠化治理的相关数据、技术及模式，集成干旱预防以及防治荒漠化与土地退化的技术体系，构建技术共享及成果转移平台，打造中阿荒漠化治理合作示范区。
To collect and integrate relevant data, technologies and models for combating desertification, integrate technology system concerning preventing drought, and combating desertification and land degradation, establish a technology sharing and achievement transfer platform, and develop demonstration sites for a China-Arab cooperation on combating desertification.

● 开展能力建设活动 / Implementing capacity building activities
建立人才交流与培养机制，加强后备人才培养，开展荒漠化治理技术与管理技能培训，促进人员互访与交流，不断提高中阿荒漠化治理相关人员预防和减缓干旱影响、防治荒漠化与土地退化的能力。
To establish a talent exchange and cultivation mechanism, and strengthen the training of reserve personnel; organize training programs on governance technologies and management skills, to promote exchanges and continuously enhance the abilities of specialists from China and Arab States on preventing and mitigating the effects of drought, and combating desertification and land degradation.

组织机构  /  Organizational structure

● 指导委员会 / The Steering Committee
指导委员会是中阿中心的决策机构，由中阿双方代表共同组成。负责统筹、协调和决策，审议决定中阿中心战略规划、重点工作、优先领域等战略性部署。
The steering committee is established as the decision-making body of the DDLD Center and responsible for the overall planning, coordination and decision-making, consisting of delegates from both China and LAS member states. It shall review and determine strategic planning, key tasks, priority areas and other strategic deployments of the DDLD Center.

● 联络办公室 / The Liaison Offices
中方联络办设在国家林草局荒漠化防治司，阿方联络办设在阿盟秘书处环境与气象事务司。负责协调指导委员会的内、外部联络工作，组织召开指导委员会年度会议，指导和监督双方关于年度工作计划的执行。
The liaison office of China is based at the department of Combating Desertification of NAGA and the liaison office of the LAS is based at the department of Environmental and Meteorological Affairs, the General Secretariat of LAS. The liaison offices are designated to be responsible for the internal/external communications of the steering committee, help facilitate the annual meeting of the steering committee, and guide and monitor the implementation of the annual work plan.

● 专家委员会 / The Expert Committee
专家委员会是中阿中心的咨询机构，由中国和阿盟成员国相关机构的权威专家组成。负责为中阿中心的运行发展、中阿干旱、荒漠化和土地退化防治相关前沿政策制定、科学规划、重大问题研究以及关键技术研发等方面提供咨询。
The expert committee is formed as the consulting body of the DDLD Center, consisting of leading experts from relevant institutions from both China and LAS member states. The expert committee is expected to provide consultation service for the DDLD Center's operation and development, frontier policy formulation, scientific planning, research on key issues and development of key technologies in the fields of drought, desertification and land degradation in China and Arab areas.

● 中阿荒漠化治理网络 / The China-Arab Desertification Control Network of Stakeholders
中阿荒漠化治理网络由中阿中心的合作伙伴构成，通过共同开展政策咨询、技术研发、示范推广、研讨交流和能力建设等活动，协同推进中阿干旱、荒漠化和土地退化防治合作与交流。
The China-Arab desertification control network of stakeholders consists of partners of the DDLD Center, with the aim of jointly pushing forward the cooperation and exchange in the field of drought, desertification and land degradation among China and Arab countries, through policy consultancy, technology research and development, demonstration and transfer, communications and capacity building.

● 综合办公室 / The Administrative Office
综合办公室设于中国林科院，负责中阿中心日常管理和运行，包括制定年度工作计划，组织实施国际论坛、科研项目、专题培训等合作活动。综合办公室下设行政管理、政策与战略发展、科技创新与知识共享、外联与能力建设等4个工作组。
The administrative office is established in the Chinese Academy of Forestry and is responsible for the operation and management of the DDLD Center, including drafting the annual workplans and organizing international forums and thematic trainings and implement scientific and research projects. Four working groups on Administrative and Management, Strategy and Policy Development, R&D Innovation and Knowledge Sharing, and Communications and Capacity Building are established in the administrative office for implementation of the DDLD Center's activities.
